Goldalso:Tolukuma Gold Mine Map

Tolu Minerals holds the historic Tolukuma Gold Mine (previously producing ~1 million oz 1995-2015) and the Mt Penck gold-copper licence in Papua New Guinea's Goilala District, with a JORC resource of 503,000 oz gold and 1.95 million oz silver at Tolukuma. Underground ore-drive mining has restarted as part of a staged redevelopment, backed by the most aggressive drilling campaign in the project's history (seven rigs, 75,000+ metres planned) and recent high-grade discoveries (Fundoot and Gulbadi splays), targeting a phased ramp-up toward first production in 2027.

2 of 5 reached
  1. Reached — date not disclosed · Tolu received a 'Form 15' underground mining licence from PNG's Mineral Resources Authority during the quarter ended Dec 31, 2025, per a Feb 9, 2026 update; exact grant date within the quarter not disclosed. · Source
  2. Reached — date not disclosed · No standalone FID release was found; redevelopment of the care-and-maintenance Tolukuma mine was funded via a $60.5M institutional placement and has progressed through underground development (~1.4km of tunnel, dewatering, ventilation/power) per a Feb 2026 update, with production restart targeted Q1 2027 -- real, ongoing construction, just not announced as one discrete decision. · Source

Milestones are recorded only from a company's own dated disclosure. A milestone with no date shown is one we can confirm was reached but for which no date was disclosed — we don't estimate one. "Not yet reached" means exactly that, not that a date is missing. An "Expected" line likewise only ever reflects the company's own guidance (e.g. a study or permit decision targeted for a stated quarter) — most not-yet-reached milestones have none, and that absence means no such guidance has been disclosed, not that one is overdue.

A relative ranking of how closely this company matches the profile of juniors that have actually been acquired — not a probability, and not a reason to buy. Acquisitions are rare: only a few dozen significant deals happen a year across a universe of thousands of juniors, so even a high score here describes a long shot. The strongest signal the underlying research identifies — whether a major already holds a JV, earn-in, or 5–19.9% strategic stake — isn't tracked yet and is absent from this score.

Smart money
3/10

ASA Gold and Precious Metals Limited, a genuine specialist closed-end fund, holds a real 9.65% stake in Tolu Minerals -- just short of the 10% band, but a real specialist position nonetheless. Franklin Templeton separately holds 5.94%, a generalist position rather than a resource-sector conviction bet. Management holds a substantial stake in the company too (around 35%), which is a real alignment signal but a different one from outside smart money.

Technical Report Takeaways

CONSISTENCY FLAG (Task #387, per CLAUDE.md's 'stage is a claim, not a label'): this miner's stage is CONSTRUCTION, but no NPV/IRR/mine-life economic study of any kind (not even a PEA) has been published for Tolukuma -- this pass found only operational updates (cold commissioning of a new gravity processing plant completed Dec 2024, hydropower/road rehabilitation underway, prefeasibility work described as still 'in progress' as of the most recent coverage found). A company can legitimately be in physical construction (rebuilding infrastructure at a past-producing mine) without a from-scratch bankable feasibility study if its own historic production data substitutes -- but that possibility, versus the stage having been advanced ahead of the economic evidence a CONSTRUCTION claim usually implies, is a judgment call for a human, not something to resolve by fabricating a PEA-level figure. Flagged for Task #387's tracking list rather than guessed.
