Fortune Minerals Limited (TSX: FT) is advancing the NICO cobalt-gold-bismuth-copper project near Wha Ti, Northwest Territories, a vertically-integrated development that would also process ore at a planned refinery in Alberta. NICO's Class A Water Licence and Type A Land Use Permit renewals were approved by the Wek'ezhii Land and Water Board and signed by the Minister on 14 September 2026 -- real, current permitting progress, but a Final Investment Decision/construction start has not been announced. The federal government and the Tlicho government are separately discussing up to C$50M in road-connection infrastructure funding. Real, disclosed financial strain: EODHD's most recent balance sheet shows cash of only ~C$2.3M against ~C$13.2M of short-term debt -- independent trade coverage (Northern Miner, 'Fortune advances Nico cobalt-gold project as cash hurdle looms') confirms this is a genuine, live financing constraint, not a data artifact.

Northwest Territories: Fraser PPI 2025 is 47.22 of 100 (rank 54 of 68), which maps to 7 on this site's scale. The NICO cobalt-gold-bismuth-copper project is in the Northwest Territories. Its long delays and cash constraints are company and financing risks (see the description), not jurisdictional ones. The Northwest Territories have Canadian rule of law, but rank lowest of the Canadian jurisdictions in Fraser's 2025 policy ranking.

Acquisition Susceptibility
A relative ranking of how closely this company matches the profile of juniors that have actually been acquired — not a probability, and not a reason to buy. Acquisitions are rare: only a few dozen significant deals happen a year across a universe of thousands of juniors, so even a high score here describes a long shot. The strongest signal in the research, a producer that already owns part of the company, is scored from its disclosed strategic shareholders. A producer that is a joint-venture or earn-in partner on the project, rather than a shareholder, isn't captured yet.
How this score is built
- Disclosed pending dealSub-score: Not scored
No pending acquisition or merger disclosed (checked)
Not scored: having no deal in flight isn't held against a company.
Weight 26.25% - Producer's strategic stakeSub-score: Not scored
No producer holds a disclosed stake on file (holder register researched) See holders
Not scored: most juniors that do get bought had no prior toehold, so a missing stake says little either way.
